Local torque wrench testing?

Anyone does local torque wrench testing? I know we had a discussion about his a while back but could not find it... I bought a craftsman TW recently and it is very different from y Harbor Freight one... I'd say the HF one is a LOT closer to real torque reading than the craftsman...
